Commissioners Finalize Vanguard Package
Shawnee's city commissioners put the finishing touches on the Vanguard Simulation Services package Tuesday night.
With Vanguard officials again in the audience, the commission whizzed through an assistance package for the petroleum stimulation company that purchased more than 60 acres and is investing about $65 million in Wolverine Industrial Park north of town.
In contrast to a Jan. 11 commission session that irritated some Vanguard officials, Tuesday's discussion about the new company was concise and positive.
First up was consideration of an agreement with the Oklahoma Department of Transportation calling for ODOT to kick in $250,000 toward an industrial access road to the new site.
Vice Mayor Linda Peterson quickly moved for approval, Commissioner Marva O'Neal quickly seconded and the commission quickly voted 7-0 to approve the agreement.
The second and final step was considering an agreement with Vanguard to cover the access road and water and sewer facilities. Vanguard will have those projects done, then
petition the city for reimbursement once the projects pass inspection, Krywicki said.
That went down almost as rapidly as the first one after Peterson asked some questions about what would trigger city approval of the project since Vangaurd would be handling it. Peterson again made the motion and Commissioner Tom Schrzan provided the second this time. The vote again was 7-0.
Peterson noted that organizations such as the Shawnee Economic Development Foundation and the Shawnee Industrial Foundation also contributed to this project. Pottawatomie County put in $125,000 of its sales tax economic development money, the same amount the City of Shawnee contributed.
When it was over, Mayor Chuck Mills had some comments.
"I'd like to publicly thank Marion McMillan (SEDF chairman) and Pat McCormick (SEDF president) for the presentation they made to the county oversight board. I think the county commissioners voted today to contribute $125,000 to match the city, so we're completely funded now," the mayor said. He also expressed appreciation to the industrial authority and the development foundation as well as ODOT.
Mills also had a message for Vanguard.
"We have Vanguard staff and officers here," he noted. "Welcome to Shawnee. Sorry for any misunderstandings we may have had before, but we do love you. Thank you very much for being patient with us."
